Facilities Bond Program

Proposition S, Proposition Z and Measure YY

San Diego Unified School District's capital improvements are managed by Facilities Planning and Construction (FPC) and are funded by three General Obligation (GO) bond measures: Propositions S, Proposition Z and Measure YY.

Prop. S is a $2.1 billion bond measure that was approved by 68.71 percent of San Diego voters in 2008. Prop. Z is a $2.8 billion bond measure approved by 61.8 percent of San Diego voters in 2012. Measure YY is a $3.4 billion bond measure that was approved by 65.08 percent of San Diego voters in 2018. 

In an effort to provide a quality school in every neighborhood, the district is using Prop. S, Prop. Z and Measure YY funds to renovate, repair and revitalize district schools.  Bond projects include safety and security upgrades, plumbing upgrades and lead free hydration stations, solar energy and sustainability, Play All Day joint-use facilities, and building replacement and renovation projects that provide students learning environments they deserve at traditional and charter schools throughout San Diego Unified. 

FPC presents a bond program update and updated project phasing plan to the Board of Education twice a year.  The district does not receive all the bond funds at once. It receives them in increments based on bond issuances, which are approximately every two years.

To ensure that taxpayer dollars are spent appropriately, the Independent Citizens' Oversight Committee monitors bond expenditures. Annual financial and performance audits are performed on Prop. S, Prop. Z and Measure YY.
