CARSON ELEMENTARY SCHOOL

SCHOOL SITE COUNCIL (SSC) BY-LAWS

2016 - 2017

ARTICLE I: Name of Council

This council shall be known as the Carson Elementary School Site Council (SSC)

 

Article II: Purpose, Role, and Responsibilities

California Education Code Section EC 52034(a), EC 52021, EC52011(b), EC52853

 

 

2.1

 

The Carson Elementary SSC will be responsible for insuring the representation of all constituents (parents, students, classified and certificated staff) in making policies which effect the educational success of students.

 

 

2.2

 

The Carson Elementary SSC will assist in:

a.  monitoring liaisons between the school and individual families;

b.  strengthening communication between the school and the community it serves; and

c.  interpreting school needs and programs to the school community.

 

 

2.3

 

The Carson Elementary SSC will be responsible for assisting the site administrator on matters related to:

a.  educational needs unique to the school community;

b.  adapting educational programs to meet these needs;

c.  establishing priorities within those needs.

 

2.4

 

The Carson Elementary SSC will develop a school plan which shall include:

a.  curricula, instructional strategies and materials responsive to the individual needs and learning styles of each pupil;

b.  instructional and auxiliary services to meet the special needs of English learners, including:  instruction in a language these pupils understand whenever possible; educationally disadvantaged pupils; gifted and talented pupils; and pupils with special needs;

c.  a professional development program for teachers, other school personnel, paraprofessionals, and volunteers, including those participating in special programs; and

d.  the proposed expenditures of funds available to the school through the programs described in section 52851 shall include but not be limited to, salaries, staff benefits for persons providing services for these programs.

 

 

2.5

 

The Carson Elementary SSC will:

a.  annually evaluate the Single Plan for Student Achievement and if necessary make modifications to SPSA and corresponding budget allocations to reflect changing needs and priorities;

b.  advise in planning, implementing, and evaluating State Compensatory Education/Title I funds; and

c.  take other actions as required, requested, or permitted by the local Board of Education, the State Education Code, and/or AB 65.

              

     

 

2.6

 

The Carson Elementary SSC will assist in solving any problems brought to the Council by any person which may prevent the smooth functioning of the school. Individual personnel matters will always be handled by the site administrator.

 

 

ARTICLE III:  MEMBERSHIP

California Education Code EC52012.  For additional clarification of laws see State Department Guidelines Establishing School Site Councils, 1977, pp. 5 and 7; and District procedures 0010, section 2c, d, and e, and sections B11 and B12.

 

Section 1

COMPOSITION OF CARSON SCHOOL SITE COUNCIL

The SSC shall be composed of:

a.  the principal;

b.  five parents and/or community members (not district employees);

c.  three teachers; and

d.  one other school personnel.

3.2.1

SELECTION OF MEMBERS

SSC duties and responsibilities will be communicated to staff, parents, and community members.  Potential members may be nominated or self-nominated.  Members will be elected by their constituents by secret ballot if there are more nominations than positions.

 

3.2.2

At an SSC meeting where an invitation has been extended by the whole community and an announcement of the election has been made, a slate of parents and community members will be approved by parents and community members in attendance.  Election of staff members will take place either at meetings specifically called for this purpose during working hours, or via ballots approved by the sitting SSC. All positions will be elected by a simple majority.

3.3.1

REPLACEMENT OF MEMBERS

Replacement of members, as necessary to maintain members on the SSC, shall be made in accordance with Article III Section I, except that if any alternates have been previously selected, they may be selected by their peers currently on the SSC to fill any unfulfilled term.  In the absence of any alternates, the Chair may appoint a replacement from the appropriate constituency.

 

 

Section 4

3.4.1

TERM OF OFFICE

SSC Elections will be held at the beginning of each school year, during the month prior to the first meeting of each school year. A request for nominations and voting will take place during the month prior to the first meeting each school year, coordinated by the most recent SSC Chairperson and/or Secretary (or other past SSC member designee). All current school year constituents shall have an opportunity to be considered for membership.  Parents/community members and teachers shall serve a minimum of 1 year.  All members of the Carson School Site Council have the option of serving consecutive 1 year terms if elected.  The consecutive terms must be approved by majority vote at each yearly election.

3.4.2

SSC members missing two consecutive meetings without an excuse will be replaced.

                     

 

ARTICLE IV: THE COMMUNICATION PROCESS

 

4.1

Written minutes will be kept of each meeting and posted for staff and parents outside of the main office on the parent information bulletin board.

 

                     

4.2

Effort will be made and documented by the principal and front office staff to:

a.  provide interpreters at parent meetings held by the school; and

b.  provide written notices in languages that comprise our student body population.

                     

 

ARTICLE V: MEETING RULES OF OPERATION

 

5.1

A minimum of six meetings will be scheduled yearly.  The day and time of the meeting will be determined each year by the SSC.  The Chair may cancel, for cause, with written notice.

 

5.2

The SSC will meet at least quarterly with the Carson Site Governance Team.

5.3

Meetings will be open to all constituents.

 

5.4

The Council may not take any action on any item of business unless that item appeared on the posted agenda or unless the Council members present, by unanimous vote, find there is a need to take immediate action and the need for such action came to the attention of the Council subsequent to the posting of the agenda.

 

5.5

Agenda items will be submitted to the Chair by any constituent.  Written items must be submitted at least one week prior to the meeting.  Items not printed on the agenda may be added only if all members present agree to extend the meeting.

 

5.6

Time will be allocated at the end of each SSC meeting for Public Input. Public Input items must be added to the agenda before 10:00am on the day of the scheduled SSC meeting.

 

ARTICLE VI: LEADERSHIP

 

6.1

A Chairperson will be elected by the SSC annually.  Chairs may not serve for more than two consecutive years.  The election will be held by secret ballot at the last meeting of the SSC each year.

 

6.2

The Chairperson and the principal will plan the agenda one week prior to the meeting and post the agenda at a specified location at the site accessible to all constituents.  The Chairperson will facilitate the meetings, insure minutes are taken and write a synopsis for the principal to include in any parent bulletins following the meeting.

 

6.3

The Chairperson will determine if there is a quorum and if not, seek alternates or cancel the meeting.

 

6.4

Selection of the District Advisory Council (DAC) Representative and alternate from among the SSC members is to be made at or before the November SSC meeting of each year.

 

6.5

The DAC representative or alternate shall attend all monthly DAC meetings and provide a report at each SSC meeting.

 

                     

ARTICLE VII: EVALUATION

 

7.1

Once a year, a written summary of the SSC’s accomplishments will be developed and communicated to all constituents.

 

7.2

Amendments to the SSC Bylaws may be proposed by any member.  The proposed amendments must be read at one meeting and voted on at the next meeting.

 

 

ARTICLE VIII: VOTING

 

8.1

A quorum, the minimum members needed to vote shall be three staff and three parents/community members.

A simple majority (50% + 1 of the voters present) is required to pass any item which requires a decision of the SSC.

8.4

Any board meeting may be held by conference telephone, video screen communication, or other communications equipment. Participation in a meeting under this Section shall constitute presence in person at the meeting if all of the following apply:

a)        Each member participating in the meeting can communicate concurrently with all other members.

b)       Each member is provided the means of participating in all matters before the board, including the capacity to propose, or to interpose an objection to, a specific action to be taken by the SSC.

c)        A person communicating by telephone, video screen, or other    

       communications equipment is a member entitled to participate in       

       the board meeting, as verified by the SSC chairperson.

d)   All statements, questions, actions, or votes were made by that  

      member and not by another person not permitted to participate as  

      a member, as verified by SSC chairperson.
