Each staff member should become thoroughly familiar with the contents of this emergency plan, and students should be instructed in the procedures outlined for emergency action so that they will be prepared to react quickly to instruction given to them in time of emergency.





Throughout this plan, the word “Drop-Cover-Hold” will be used. It has sometimes been referred to as “Duck and Cover.”


Students should know the following position: Drop to knees, place hands over back of head with arms over ears, and lay forehead on knees or holding table.


1.      Drop-Cover-Hold is appropriate for any of the following emergencies, whether they be drills or for real:

a.       Earthquake

b.      Shooting

c.       Explosion


2.      Drop-Cover-Hold is appropriate outside of the classroom for an earthquake and when there is a bright flash or explosion.

B: EMERGENCY:                    Earthquake: (See “Disaster/Earthquake Plan” section for details)


      SIGNAL:                                Continuous one-minute bell (if drill); movement of ground if actual emergency


        ACTION:                                1.   INSIDE: Drop, cover, and hold (in case of real earthquake, hold on to the furniture you are under to prevent it from moving away from you). If possible, move away from glass windows, overhead hanging objects, light fixtures, bookshelves, etc.


2.   OUTSIDE: Drop and Cover. Stay away from buildings, walls, trees, utility poles, wires, and other objects which could fall.

3.   In the event of a drill, students will remain in DROP-COVER-HOLD position until intermittent bell is heard. At that time, students will evacuate to Emergency Assembly Area with the adult in charge.


      In the event of an actual quake, Drop-Cover-Hold will remain in effect until the adult in charge communicates evacuation to the Emergency Assembly Area, when, in the judgment of that person, it is safe to evacuate.


      ALL CLEAR:                               Verbal Instructions


C. EMERGENCY:                    Major disturbance in the immediate neighborhood:

                                                      (Such as, but not limited to, a SWAT action, major house fire, or automobile accident. (See “Disaster/Earthquake Plan” section for details.)


      SIGNAL:                                Phone call to office from police or other reliable source. Principal will activate lock down (continuous verbal command over the PA followed by silence).



      ACTION:                                Students will remain in, or immediately return to, classrooms. If signal comes before school, students go quickly to their rooms. If signal comes any time during the instructional day and/or as dismissal is in progress, students are to return to their classrooms and wait for instructions. All school doors should be locked during this emergency.


                                                      Sniper Fire:


      ACTION:                                Lie down immediately in a prone position (flat, face down) and do not move. If students are on playing field or anywhere on the school grounds, drop flat to the ground at onceDo not attempt to run for cover.


      ALL CLEAR:                         Verbal Instructions


D. EMERGENCY:                    Bomb Threat:


      SIGNAL:                                “Bomb threat” phone call to the school. Fire alarm or verbal instruction will be given. Evacuate to Emergency Assembly Area.


      ACTION:                                The majority of “bomb threat” telephone calls and notes are a hoax or prank calls. All such threats must, never-the-less, be handled quickly and efficiently. The safety of all school personnel and the prevention of panic are the primary consideration. In the event that a bomb threat is received by telephone, the following actions will be taken.


1.      Person receiving threatkeep the caller on the line as long as possible. Delay the caller with such statements as “I’m sorry, I did not understand you. What did you say?” The recipient of a bomb threat call should use the checklist to get additional information from the caller.


2.      Recipient of bomb threat call notifies principal, vice principal, or designee, immediately after caller hangs up.

c.    Fire Department: 911


4.   Office personnel – search your work area for foreign or suspicious objects. If one is found, DO NOT TOUCH OR MOVE SUSPICIOUS OBJECT.

5.   Principal’s secretary – turn off the bell system.


6.      Custodianmake thorough search of area designated for evacuation of students. Be ready to turn off utilities at their source.

7.      Principal – alert the staff of the situation in a discreet manner. Coordinate the activities of the staff. Make decision whether school or certain selected buildings will be evacuated.

8.      Counselor – assume duties of principal in his absence. Direct search of classroom and school grounds. Supervise evacuation of students and maintain firm student control.

9.      Teacher – when fire drill signal is sounded, conduct students to Emergency Assembly Area. Precaution must be taken to avoid the danger of evacuating past the location of a bomb.

10. Remember – do not touch or move any unidentifiable object. Report all such finds to the principal. The Police or Fire Department will handle all action regarding disposal or handling of the bomb or device.

Teachers must discuss with their students the proper procedures they are to follow if an emergency situation occurs while they are not under the immediate supervision of an adult. Students must know what to do as they go to and from pull-out programs, running errands, and in the bathrooms. They must know that they are to drop and cover and that when the evacuation or other signal is given, they should contact the closest adult for assistance and/or further instructions. This procedure also applies in the event of an emergency situation occurring during recess or lunch periods. In no event should students enter building without further instructions from an adult.


A.    Inside School Buildings and Offices:

1.      When earthquake movement or vibrations begin, teachers or persons in charge give the command, “Drop-Cover-Hold.” If possible, move students away from any glass windows, overhead hanging objects, light fixtures, book shelves, etc.


2.      Invoke the “buddy” system (have neighbors look out for each other).


3.      If appropriate furniture (large desks, tables, etc.,) is in the room, students should assume DROP position under the furniture. Students should be instructed to hold on to the furniture with one hand while in the DROP position to prevent it from sliding away.


4.      Remain in this position until movement stops. At that time the judgment of the adult in charge will determine if it is safe to exit to the Emergency Assembly Area. As a rule of thumb, it is usually safe to exit three to five minutes after the initial quake stops.


5.      Before exiting, note any persons with serious injuries that are unable to exit with the class. DO NOT MOVE THEM. Reassure injured that help is coming. Red tag the door, then  lead other students safely to Emergency Assembly Area.


6.      When exiting, be sure you take 1st Aide Kit, water and emergency backpack to the Emergency Assembly Area.  Adult should exit room first to ensure safe exit for students.


7.      Roll will be taken by adult in charge once the class is at the Emergency Assembly Area and name tags will be placed on each student.


8.      Send runner with report to Designee at the Command Post. Clearly write “Injured Person –  Rm. # ___.” Search & Rescue Team will be dispatched to extract injured.


9.      Students in pull-out programs, Counseling Center and Health Office will be taken to the Emergency Assembly Area by the adult in charge and returned to their classroom assembly area.


10. Teachers in the Emergency Assembly Area should wear their staff vest and display a large card with their identifying room number so that it is visible. This will hasten locating students for parents waiting at the reunion gate.


11. Teachers will remain in the Emergency Assembly Area with their class unless they have been assigned to an emergency team. Teachers who have to leave the area because of team responsibilities should pre-arrange to have a buddy teacher watch their class until they return from their duties.

9.   MORGUE – To be designated by administration if need arises



The E.A.A. is one designated area where all site staff and students are to assemble after evacuation of buildings.


Location:        Lower Field – Cement and Gravel areas; line up by NUMBERS on the fence

                        (Area should be away from all buildings, in open space, preferable in a fenced area near a gate to be used for student release.

·         All other adult staff: Report to E.A.A. to check in with the Vice Principal or designee at the Command Post.

·         All classroom visitors go to E.A.A. and report to the Vice Principal or designee

Responsibilities of Vice Principal and/or Designee:


·    Assess emergency status of site and relays status report to E.O.C.

·    Assumes command activities in absence of principal

·    Assists at reunion gate as needed

·         Custodian: Locks all external gates and doors and secures site. Turns off all gas valves and shuts down electrical utilities, if appropriate; STRUCTURAL DAMAGE ASSESMENT

Depending upon available staff, the command post will assign a number of persons to assist this team.




·         Group supervisor obtains master keys from command post.

·         One team member opens disaster shed, and takes trauma pack to triage area while another member dispenses rescue equipment in disaster kit to team leaders.

·         Receives information of location of impacted buildings containing possible injuries and trapped bodies.

·         Walks entire area and reports to “Command Post” damage to site and trapped and/or injured bodies.

·         Proceeds in orderly and pre-established sweep pattern, checking all classrooms, offices, storage rooms, bathrooms, shops, auditoriums, etc., visually, vocally, and physically.

·         Surveys area for first suspected room containing injured person/s (door should be marked with a red tag).

·         Puts a line of tape in one direction across the door to alert others that the room is being searched. Rescues persons as needed and/or extracts injured persons. Sends those able to walk on their own to designated areas. Upon leaving the room, puts a line of tape across the first line of tape in opposite direction to alert others that the room has been searched and secured. (A taped “X” on the door indicates “area clear”.)


      Fire fighting:


-          Extinguish fires that threaten lives (in absence of fire team). Report uncontrollable fires to E.O.C.


·         Rope off unsafe areas.

·         After all staff/students are accounted for, proceed with salvage activities as directed by “Command Post” (i.e.: gather coats, ice, water, food, etc.).

·         In the event that phone or radio communication systems are down, raise American Flag upside down on flagpole (this is International Distress Signal).

(Parent Communication Team)


Location:        Gate at Headstart Building


·    Parents and/or other authorized persons may sign their child out at this gate (This gate may or may not be separate from gate used for emergency vehicles.)

·    Parent/guardians will not be permitted on campus unless requested by reunion gate personnel     Community Service Officer (C.S.O.) will assist reunion gate personnel with crowd control if available.

·         Begins process of reuniting students with their parents or guardians

·         Obtains name of student from requesting individual

·         Confirms that student recognizes the requesting individual and that student feels safe in their custody

·         Reunion personnel collect student identification tag and release student to requesting individual

·         Keep I.D. tags of students leaving school site in “Alpha” file

NOTE:     The Crisis Team member assigned to the E.A.A. should solicit assistance from adults in area to provide one on one support as needed. This helps prevent hysteria. (Older students can comfort younger children if needed.)

Location:        To be identified if needed


·         An area designated for placement of the dead. This area should be isolated from areas of activity and out of the sun if possible (may be indoors if area designated safe).

·         Family members should be kept away from the morgue until the Coroner arrives and further instructions are received.

·         A family holding area should be designated with an assigned person to assist in comforting distraught family members.


Care of the Dead:


·         All bodies should be left where found and not be tampered with. Bodies may be covered (with sheets, towels, paper or plastic) for esthetic purposes until County Coroner arrives. The coroner will tag and identify bodies and remove them to designated morgue.


·         In the event the coroner is delayed and/or further destruction of the body is imminent, site staff may tag the body with identification and move it to the designated morgue area.
