With the availability of supplemental Title III funds, in March of 2017, the district launched the English Language Instructional Support Teacher (ELI-RT) and English Language Development Instructional Specialist (ELD Specialist) program by assigning ELI-RTs and ELD Specialists, in a full time capacity, to support the teaching and learning of our students who are acquiring English as a second language.

Purpose

The purpose of the English Language Instructional Reource Teacher and the English Language Development Specialist is to promote and support the academic achievement of English learners (ELs) through a student-center coaching approach. ELI-RTs an ELD Specialists are assigned to expert teams in the following areas: Early Literacy and Language Acquisition, Elementary, Secondary, Dual/World Language, Long-term English Learners and Newcomers (International Centers).

Responsibilities

ELI-RTs and ELD Specialists engage in tasks that advance and support services intended to ensure the educational achievement of EL students so they develop full proficiency in English and are able to meet grade level standards and reclassify in a timely manner.  More specifically, they provide supplemental support to principals and site leadership teams through student-centered coaching and professional learning opportunities related to the teaching and learning of ELs.

Supplemental Nature of the Position

All school sites are responsible for maintaining sufficient resources for EL coordination and compliance. The ELI-RTs serve in a capacity to supplement these existing resources. With this added layer of support, the site is able to support its EL students and manage EL operations more efficiently, more effectively, and more meaningfully than it would be able to do without this extra layer of support.  ELI-RTs provide supplemental support to student services and supports in various ways but devote the majority of their time to supplemental instructional support. Other examples of ELI-RT support services include:

  • Planning and delivering supplemental professional development in Designated and Integrated ELD instruction for teachers and site leaders.      
  • Facilitating and/or demonstrating ELD lessons, modeling, side-by-side teacher coaching, lesson study, and grade level planning on a routine basis.
  • Collaborating with the principal and instructional leadership team to support and provide professional development related to the teaching and learning of ELs.
  • Conferring with teachers and administrators about analyzing/using data to monitor EL progress and instruction.
  • Creating and conducting meetings for parents of ELs to facilitate the diffusion of knowledge regarding EL program options and academic achievement.
