Contractor prequalification is a requirement for many prime contractors and subcontractors intending to bid or submit a proposal for San Diego Unified School District (SDUSD) construction projects. See graphic below for when prequalification is required.
Prequalification Submission:
Prequalification applications must be submitted 5 or 10 business days prior to a project's solicitation due date dependent on the type of solicitation; refer to advertisement and project documents for project-specific details. SDUSD will issue a prequalified list of contractors for each project prior to the solicitation due date. Results will be posted on this site as well as uploaded to applicable projects in our Planroom. An early and timely submittal is appreciated as several applications are in process at any given time.
Prequalification Types:
PRIME CONTRACTORS FOR Lease-Leaseback (LLB) AND Design-Bid-Build (DBB) PROJECTS ESTIMATED OVER $1M: A or B-licensed general contractors or any C-licensed contractor bidding as a prime contractor. A key requirement for prequalifying as a prime contractor is to provide project references for completed prime contractor work on projects of $1M or more. Be advised that prequalifying for projects over $10M will require submission of audited financials, while projects under $10M only require reviewed financials.
PRIME CONTRACTORS FOR DBB PROJECTS ESTIMATED UNDER $1M: General contractors or any C-class contractor bidding as a prime contractor on Design-Bid-Build projects estimated under $1M. If a contractor is already prequalified through any of the applications listed here, they do not need to complete the under $1M prequalification application.
MECHANCAL, ELECTRICAL, & PLUMBING (MEP) SUBCONTRACTORS: MEP licensed subcontractors, including any contractor holding an A or B license and/or performing work of C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 and C-46 licenses. MEP subcontractors are required for all Design-Bid-Build projects estimated over $1M and for all LLB projects, regardless of trade, tier, or the value of the subcontractors' work.
JOB ORDER CONTRACTING (JOC) PROJECTS: General contractors or any C-class contractor bidding as a prime contractor on JOC projects. A key requirement for prequalifying as a prime contractor is to provide project references for completed prime contractor work on JOC projects or similar (e.g. Indefinite Delivery/Indefinite Quantity [IDIQ] or task-order-based project distribution).
- Expires one year from the date of approval
- JOC applications will be available as part of the bid documents associated with a specific JOC solicitation
- Prequalification list for each JOC invitation to bid will be posted as part of that project in our District Planroom
PAINTING PROJECTS: General contractors or a C-33 painting contractor bidding as a prime or subcontractor where painting is the majority of the work.
